It is better than nothing but your dog will be totally covered in dirt when it leaves. There is shade there and if you walk under the road on the walkway you can access the creek for a quick bath!
This dog park is mostly dirt, and has water and poop bags available. It was in the perfect place for us to get our pup some exercise before driving. It was large enough that we could easily play frisbee, but I bet a lot of out west dog parks are large enough. :-)

This is a nice large dog park with trees and a functional(!) water fountain. It was never crowded when we went, maybe four dogs at most. There is a small dog area adjoining it. Since Moab is a popular tourist town it's a real grab bag as to what dogs will show up.
We discovered this park on a long road trip with our two year old chocolate lab. It is well maintained, clean, with excellent water fountains. Our girl greatly appreciated it, after two days cooped up inn the car.
